What is the Public Reporting Database?

Formerly called the ‘Transparency Portal’, or ‘Transparency Database’, this report has changed name to reflect other Better Work databases, renamed to the “Public Reporting Database”. From this report onwards, the reporting period will reflect the calendar year, which mirrors the period of the BFC Annual Report; 1 January – 31 December.

This database holds information on three distinct categories;

BFC measures all exporting garment factories that are in BFC’s programme and that have had two or more assessments against 21 distinct critical issues which can be found "here".

Factories with three or more BFC assessments are measured against 52 legal requirements. Factories with the lowest compliance levels - those falling two standard deviations* below the mean for compliance - are subject for this second level of public disclosure. * (Standard Deviation is a calculation/formula to determine how spread out a data set is. It measures the spread of the data relative to its mean).

Which factories are involved?

Factories do not automatically go on the Public Reporting Database. It is a prerequisite to entry that a factory has had two assessments (conducted annually), only after that will be subjected to / admitted to the database. This report covers garment factories that possess an export license in Cambodia covered under the Memorandum of Understanding (MoU) between Better Factories Cambodia, Royal Government of Cambodia (represented by the Ministries of: Labour and Vocational Training (MoLVT) and Commerce (MoC)) and the Garment Manufacturers’ Association in Cambodia (GMAC).

Who decides what is deemed as a ‘Critical Issue’ under the Public Reporting Database?

Twenty-one Critical Issues have been selected to reflect the fundamental rights of every worker; ‘the minimum requirement' of criteria that a factory is required to attain. Selected by BFC and Better Work Global in consultation with the Government of the Kingdom of Cambodia, GMAC, unions and international brands, they categorize from the Better Factories Cambodia’s ‘Compliance Assessment Tool’ ‘Fundamental Rights’ section, in addition to Occupational Safety and Health; Compensation; and Contracts and Human Resources areas.

Why is the Public Reporting Database important?

Publically reporting data shows a correlation between issuing information publically and the reduction of those issues. The issues that the database reports on are deemed to be of ‘critical’ value both to the safety of workers in the factory, and the effectiveness of that factory. There is value in showing this information publically.
